Black star: Ghana, information technology and development in Africa

G. Pascal Zachary's extensive, comprehensive and detailed paper is required reading for those involved in development within Sub-Saharan Africa, as it is impacted by developments in Information and Communications technology. An excerpt such as the fact that
"... enterprising individuals, relying on their own resources, can propel Africa out of stagnation or slow decline...stress on the power of a single person to triumph, even in the face of hostile institutional forces, might seem naïve, which is why the philosophy of self–help must be combined with an equal stress on clustering, because autonomous enterprising individuals must associate with one another, in order to leverage their talents...". Affirm the necessity amongst other solutions of building upon like-minded clusters of various types as discussed previously.The need for adopting locally appropriate solutions is underscored,along with the importance of socially useful and relevant applications.
